I think what you’re looking for, is to just let users login as visitors (no username/password) and raise visitors with higher rank.  In the startscript use:
	set visitor rank user
This approach prevents use of autotuning (which requires accounts to store user station ratings).  You can set visitor rank to none, guest, user, or admin.  This solution will make autotuning useless, since it requires user accounts for storing user station preferences, but if you don’t care about that...
