[Pianod] Wiki despammed, r137 autotuning

Some spammers were abusing the wiki, apparently for a few weeks but they went into overdrive a few days back and were dumb enough to deface the front page.  I reverted the database 6 days and deleted the earlier turds manually.  Hopefully nobody's changes got whacked... Wiki new accounts are locked down for now, I'll reenable them in a few days (with e-mail validation required); I've adjusted a couple settings to avoid this recurring.

r137 is in the Devel area; there's a new autotuning mode where the listening users (considered by the station picker) is set via the 'autotune' command (implemented as a 'present' privilege).  The mode can be switched between original/default ('logins' mode), the new method ('flag' mode), or by considering both ('all' mode).  There's also a new privilege 'tuner' to let users manipulate this list.  The client has been updated a bit to give better feedback about station preferences; the command changes are documented here:

Woot!  David can change his own preferred stations without me having to update a shell script!
